The chain goes to the right hand as it will be cast. The right side goes forward and the rotations are on the backhand line across the front of the body. The direction is downwards. The weight is cast at the head but the casting distance is low - the weight is simply let go when it is only about 30cms from the target, in terms of actual distance. The slack is dropped.
The sickle is passed back to the right hand and the right arm is attacked - avoided by removing the hand from the sword, as is often seen in the Katori style. On return to shizentai the chain has been gathered by the left hand.
Note the hand position is as if a Jo was held. The use of the weapon in Isshin Ryu has taken on many aspects of the Shindo Muso Ryu school into which it has been subsumed. This goes to some Amdur’s points on how the use of the weapon would have changed due to its relation to the other school.
